NEW YORK, Nov. 8 /PRNewswire/ — Fried, Frank, Harris, Shriver & Jacobson LLP announced today that Carol E. Rosenthal has joined the Firm as a partner in the Real Estate Department, resident in New York. She joins Fried Frank from Manatt, Phelps & Phillips, LLP, where she was a partner in the Real Estate & Land Use Department.

Ms. Rosenthal serves as land use and development counsel to a wide variety of developers and institutions. She has represented private developer and institutional clients in land use approvals and development transactions, successfully prosecuting applications for zoning changes, variances and special permits, state and city environment quality reviews, and other governmental approvals. She has broad-based experience in project development, housing, transportation and joint public-private initiatives.

“Land use and development matters continue to be very active in New York City. Stephen Lefkowitz, Melanie Meyers, Rick Leland and Adrienne Bernard, along with the rest of our team, have earned a superb reputation because of their proven ability to drive forward the most complicated projects, including development of the new Yankee Stadium, Atlantic Yards in Brooklyn and the new Moynihan Rail Station. We are looking forward to having Carol as a part of this team,” said Jonathan Mechanic, chair of Fried Frank’s Real Estate Department.

“We are delighted to welcome Carol to the Firm and to the preeminent real estate practice in the US,” said Valerie Ford Jacob, Fried Frank’s Chairperson.

“Setting standards in all aspects of the real estate bar, few Firms can match the service we offer across the Firm,” said
Justin Spendlove, Fried Frank’s Managing Partner. “Carol’s broad-based experience enhances the depth and breadth of our practice, something that is always a top priority.”

Ms. Rosenthal led the team on land regulatory matters for the development and private financing of high speed train maintenance facilities along Amtrak’s northeast corridor, and is currently involved in land use approvals for a 63-story Helmut Jahn building near the Brooklyn Battery Tunnel, a fifteen-acre housing and assisted living development in Staten Island, and a major industrial and retail center in Brooklyn. She has also assisted a number of New York City educational and health institutions in expanding their facilities on and off campus.

She is chair of the Zoning Committee of the American Planning Association, New York Metro Chapter, a member of the Law Committee of The Municipal Art Society and a member of the Land Use Committee of the Association of the Bar of the City of New York. She serves on the Advisory Board for Cityland, a publication of The Center for New York City Law of New York Law School.

Ms. Rosenthal received her JD from New York University School of Law, where she was a staff member and note and comment editor of the Review of Law and Social Change, and her BA, magna cum laude, Phi Beta Kappa, from Brandeis University.
