NYCEDC And HPD Release RFEI To Develop And Strengthen Lower Concourse North

New York – (RealEstateRama) — The New York City Economic Development Corporation (NYCEDC), in partnership with the Department of Housing and Preservation (HPD), is releasing a request for expressions of interest (RFEI) for the long-term lease and redevelopment of an approximately 158,000 square foot site along the Harlem River in the South Bronx. The site is currently vacant and represents a unique opportunity to create an iconic gateway for the southwest Bronx, connect residents to the Harlem River waterfront, and support the growth of the Lower Concourse neighborhood.  The full RFEI is available here.

Lower Concourse North is conveniently located near the 2, 4 & 5 trains at 149th Street and Grand Concourse, a major corridor in the South Bronx community that is home to key institutions like Hostos Community College and Lincoln Hospital. The Lower Concourse North site, adjacent to the 145th Street Bridge connecting Manhattan and the Bronx, is also located across from the Bronx Terminal Market shopping mall, just south of Yankee Stadium, and overlooks the picturesque Harlem River. Redeveloping Lower Concourse North provides opportunities to expand access to the adjoining Mill Pond Park, which was completed by NYCEDC in 2009.

The City seeks RFEI responses that include a mixed-income affordable housing project that will include a commercial/community facility program and publically accessible open space, which will encourage pedestrian activity and neighborhood connectivity.

“As our city experiences record population growth, we need to strengthen neighborhoods in ways that truly benefit New Yorkers of all backgrounds throughout the five boroughs,” said NYCEDC President Maria Torres-Springer. “This RFEI in the Lower Concourse will create new affordable housing options, amenities, and services along the Harlem River, giving residents of the South Bronx much-needed access to their waterfront. We look forward to working with our partners Speaker Melissa Mark-Viverito, Borough President Diaz, Jr. and Community Board 4 to move this project forward.”

“This partnership with EDC will result in the revitalization of the Lower Concourse North area, and create much needed new affordable housing and economic opportunities for Bronx residents. We encourage creative and thoughtful development proposals and look forward to celebrating the start and completion of this very important project,” said HPD Commissioner Vicki Been.

“The redevelopment of Lower Concourse North is a critical part of the City’s efforts to make much-needed investments in housing and infrastructure in the South Bronx,” said Speaker Melissa Mark-Viverito. “Residents of this community deserve the tools and resources to create vibrant, livable neighborhoods, including affordable housing, open space, community facilities and diverse economic opportunities. I look forward to working with the City, residents and stakeholders to ensure robust community input into the development of this key site.”

“The redevelopment of Lower Concourse North is an extraordinary economic development opportunity that will facilitate jobs, affordable housing, open space, commercial/community facility space and waterfront access.  We look forward to working closely with NYCEDC and the City in creating a vision for this site that will enhance and benefit the district,” said Paul A. Philps, District Manager of the Bronx’s Community Board 4.

Redevelopment of the site is part of Mayor de Blasio’s commitment to investing nearly $200 million in the South Bronx in order to establish connectivity along the Harlem River waterfront, create affordable housing, build new infrastructure, strengthen the shoreline and create commercial and community facilities that provide amenities and services to the surrounding neighborhood.

This project has M/WBE participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. To learn more about NYCEDC’s M/WBE program, visithttp://www.nycedc.com/opportunitymwdbe.
