2,600 Affordable Homes Constructed and Preserved in Monroe County Since 2011 and more than 700 in Progress
Project Complements Finger Lakes Forward, Region’s Successful Upstate Revitalization Initiative to Grow the Economy and Create New Opportunities
New York — (RealEstateRama) — Governor Andrew M. Cuomo today announced the completion of Stadium Estates, an $11 million, affordable housing development that is revitalizing Rochester’s JOSANA neighborhood and creating 45 affordable homes. Stadium Estates is part of Governor Cuomo’s unprecedented commitment to affordable housing and community renewal, which includes $20 billion in the 2016-17 state budget for comprehensive statewide affordable housing and homelessness action plans.
“The creation of affordable housing is key to revitalizing Upstate communities and injecting new vitality into neighborhoods that lead to stronger local economies,” Governor Cuomo said. “Stadium Estates is the latest example of these efforts and this administration will continue to support projects like this to help ensure that every New Yorker has a safe, decent and affordable place to call home.”
The three, four, and five-bedroom apartments are within 28 buildings constructed on formerly vacant lots. The mix of single family houses, duplexes, and triplexes serve low-income households with rents ranging from $600 to $785. All of the homes have Energy Star central air conditioning, washer/dryer hookups, outdoor sitting areas, and cable/internet hookups.
The project was financed with $650,000 in annual Low-Income Housing Tax Credits and $3.4 million in New York State Housing Trust Fund program from New York State Homes and Community Renewal, $800,000 in City of Rochester HOME Funds, $540,000 from Federal Home Loan Bank of New York, and $112,000 from NYSERDA’s Low-Rise New Construction Program.
Stadium Estates helps JOSANA build on its existing resources to create a stronger neighborhood. Its close proximity to Downtown Rochester and an active neighborhood association are valuable assets to the 165-acre JOSANA community. Several of the project’s units are directly across from Rochester Rhinos Stadium and it was recently named a finalist by The Community Design Center Rochester for the 2016 Robert Macon Award for Urban Innovation.
New York State Homes and Community Renewal Commissioner James S. Rubin said,“Instead of vacant lots and abandoned houses, the JOSANA neighborhood is now a place where residents can find good, affordable, and attractive homes. Governor Cuomo knows that access to affordable housing makes a difference in the fabric of communities. Stadium Estates will complement other investments in Rochester and throughout the Finger Lakes that are growing strong local economies and improving quality of life.”
Since 2011, HCR has financed the creation or preservation of more than 1,800 affordable homes in the City of Rochester and more than 1,600 in the rural and suburban areas of Monroe County. Monroe County families will continue to see quality affordable housing opportunities grow. More than 700 of these homes are currently in progress including:
· Sibley building redevelopment in downtown Rochester, Phase I which will include 72 affordable apartments for seniors.
· Eastman Gardens, which is the adaptive reuse of an important historic building on East Main Street for seniors.
· Alexander Street Apartments in Rochester, which will include the new construction of 60 affordable apartments, including 30 for individuals with special needs.
· Wedgepoint, which will include the new construction of 60 mixed income units in the South Wedge.
· Lake Ravine, the preservation of 111 affordable units on Lake Avenue in Rochester.
· Cedars of Chili in the Town of Chili, which will preserve 320 affordable apartments.
· Crerand Commons Phase II, which will include the construction of 33 new apartments in the high-preforming Spencerport School District in the Town of Gates.
· Blossom Village, the preservation of 23 affordable units in Brighton.

Accelerating Finger Lakes Forward
Today’s announcement accelerates “Finger Lakes Forward,” the region’s blueprint to generate robust economic growth and community development. The State has already invested more than $3.4 billion in the region since 2012 to support its plan – investing in key industries including photonics, agriculture and food production, and advanced manufacturing. Today, unemployment is down to the lowest levels since before the Great Recession; personal and corporate income taxes are down; and businesses are choosing places like Rochester, Batavia and Canandaigua as a destination to grow and invest in.
Now, the region is accelerating Finger Lakes Forward with a $500 million State investment through the Upstate Revitalization Initiative, announced by Governor Cuomo in December 2015. The State’s $500 million investment will incentivize private business to invest well over $2.5 billion – and the region’s plan, as submitted, projects up to 8,200 new jobs.
