Governor Cuomo Announces $28.8 Million Awarded to Construct 252 Units of Supportive Housing for the Homeless


Seven Projects Will Receive Funding in Bronx, New York, Chautauqua, Onondaga, Orange, Oswego and Tompkins Counties

New York – (RealEstateRama) — Governor Andrew M. Cuomo today announced that $28.8 million has been awarded to seven supportive housing projects across New York State, allowing the construction of 252 housing units for homeless New Yorkers. The funding, awarded through the New York State Office of Temporary and Disability Assistance’s Homeless Housing and Assistance Program, will support projects in the Bronx, New York, Chautauqua, Onondaga, Orange, Oswego and Tompkins counties.

“Ensuring that the most vulnerable among us have a decent and affordable place to live is critical to keeping our communities vibrant and safe,” Governor Cuomo said. “With this funding we will provide hundreds of New Yorkers with a roof over their head and a secure place to call home.”

Each of the projects listed below will be exclusively serving individuals trying to overcome a variety of conditions that may have contributed to them experiencing homelessness, including mental illness, substance abuse disorder and HIV/AIDS, among others. Supportive housing ensures that residents of these units will have easy access to services that will help them overcome the obstacles they face in maintaining stable housing.

The awards are as follows:

New York City

  • West Side Federation for Senior and Supportive Housing – $8.63 million
    Funding awarded for new construction of the West 108th Street Project in Manhattan’s Upper West Side, which will create 115 units of permanent supportive housing, co-located with a 35-unit transitional shelter. These units will be reserved for homeless adults who have been diagnosed with a mental illness or are frail and elderly. Support services include case management, crisis intervention counseling and medication and nutrition services.
  • The Bridge – $6.50 million
    Funding awarded for a newly-constructed, seven-story building in the Bronx that will develop 69 units for homeless veterans and individuals with mental illness, or who are frail and elderly. Support services include medication management, assistance with securing psychiatric services, vocational services, family reunification and in-home care.


  • Safe Homes of Orange County – $3.85 million
    Funding awarded to develop an 11-unit, 20-bed shelter in the City of Newburgh. Support services include assistance in securing permanent housing and accessing medical services.

Central New York

  • Housing Visions Unlimited – $2.97 million
    Funding awarded to substantially rehabilitate four buildings containing 18 units of permanent housing for homeless individuals and their families. The project also includes the substantial rehabilitation of 16 additional buildings, containing 48 units. Support services include case management, parenting skills, nutrition and employment counseling.
  • Oswego County Opportunities – $909,767
    Funding awarded to address critical repairs to preserve the Backstreet Apartments Permanent Supportive Housing program in Fulton. Six units and 10 beds of permanent supportive housing will be preserved for individuals and families who are homeless. Support services include case management, financial skills training, mental health and/or substance abuse counseling and employment/vocational training.

Southern Tier

  • Tompkins Community Action – $3.73 million
    Funding awarded for new construction of an addition to their existing office building in Ithaca that will create 23 units of permanent supportive housing for homeless youth, ages 18 to 25, who may have children. Support services include recovery support, housekeeping skills, education and employment-related training, parenting education and financial management training.
  • Southern Tier Environments for Living – $2.22 million
    Funding awarded for the Dunkirk Renovation & Ownership Program, which includes the new construction and renovation of four sites in Dunkirk, consisting of 10 units and 20 beds, for individuals who are homeless and diagnosed with a severe mental illness. Support services include counseling, psychoeducational services and a supportive living environment.

The Office of Temporary and Disability Assistance Commissioner Samuel D. Roberts said, “New York State’s support of these projects further demonstrates Governor Cuomo’s commitment to addressing the homeless crisis in a comprehensive manner. Each of these projects reflect the needs of their specific communities and will do much to help stabilize the surrounding neighborhoods.”

New York State Homes and Community Renewal Commissioner RuthAnne Visnauskas said, “The Governor’s investment in supportive housing for New Yorkers enables the state to do more for those facing housing insecurity and homelessness than ever before. For many, achieving a stable, healthy lifestyle takes more than a key to a safe, solid home; they need supportive services tailored to their needs. Today’s awards will ensure that more individuals and families have the opportunity to make a fresh start.”

The FY 2018 Budget continues funding for the state’s $20 billion comprehensive, five-year plan for affordable and supportive housing to ensure New Yorkers who are homeless or at risk of homelessness have safe and secure housing. The Budget includes $2.5 billion in funding to advance the creation or preservation of 100,000 affordable and 6,000 supportive housing units.
